DUBAI, United Arab Emirates — Former Hugo resident Bret Packard has been appointed to the newly created role of managing director, Premier and Liabilities, Global Retail and Commercial Banking (GRCB) Emerging Markets at Barclays Bank. The position required Packard, and his wife, Lori, to move to Dubai, United Arab Emirates. Packard brings with him a wealth of experience, including deep international expertise in consumer banking acquired across a wide range of global markets. His most recent role was managing director, financial planning and premier in the United Kingdom Retail Bank. Prior to that, he joined Emerging Markets after nearly three years as managing director of Barclays Financial Planning and Premier Banking with Barclays’ UK Retail Banking operation. Prior to joining Barclays, Packard held various senior positions with Citigroup for 19 years with overall responsibility for the Asia Pacific region consumer investments business spanning 11 countries. Prior to that, he ran Citibank Japan’s Retail Branch Network and Consumer Investments Product organization after having overall sales responsibility for Asia Pacific’s mass affluent performance. Before his work in the Asia Pacific region, Packard held other senior roles within Citibank’s Consumer Banking operation in the Western United States.
