Why have voters gotten so lazy?

Almost every small community in the U.S. of A. is shoveling fertilizer against the tide when it comes to complying with federal regulations relating to fresh water and waste-water treatment.

The regulations are very difficult to attain and “maintain” on a year-round basis.

They also are up against it when it comes to maintaining aging infrastructure, including water, sewer, roads, bridges, airports …
